After months of back-channel communications, Russia and Ukraine have agreed to a tentative framework for de-escalation through indirect talks hosted in Istanbul. Turkish President Erdoğan, who has positioned himself as a key mediator, announced the roadmap following three days of shuttle diplomacy between the two delegations.

Terms of the Framework

The roadmap calls for a 90-day reduction in hostilities along the eastern front, creating conditions for direct talks on a comprehensive ceasefire. Neither side has agreed to territorial concessions, and the framework explicitly states that final status issues will be addressed only in subsequent negotiations.

Both parties have agreed to facilitate humanitarian corridors for civilian evacuation and prisoner exchanges. International observers, potentially from ASEAN nations, would monitor compliance.

Skepticism Abounds

Previous ceasefire attempts have collapsed within days, and analysts caution against excessive optimism. Ukrainian President Zelenskyy said the framework "could be a step forward" but insisted that any permanent settlement must respect Ukrainian sovereignty and territorial integrity.

"We have been here before. The test is not in the words agreed in Istanbul, but in the actions on the ground in Donetsk and Zaporizhzhia," said a senior Ukrainian official.

Russia's foreign ministry described the talks as "constructive" without committing to specifics. Western capitals have signaled willingness to ease some sanctions if the de-escalation holds, providing an economic incentive for compliance.
